The original list of countries was discovered hardcoded in the APK file for the Motion Sense apps by 9to5Google.

The Motion Sense app is not the only that has leaked for the Pixel 4. While the initial list was limited to 38 countries, XDA-Developers found that a server-side update was already available, and there were 13 new additions to the list bring the total to 53, but India is still not on the list.
Pixel 4’s Motion Sense will work in these countries and with these apps. The Google Pixel 4 has a Soli radar for Motion Sense air gestures, but it won't work everywhere.
The report said the app is a redesign of the wallpaper picker option on the Pixel phones. Another possibility is that because the Pixel 4 has not released yet and the units in the wild are running pre-release software, the list we found is not finalized. The Motion Sense feature on Google Pixel 4 phones will use Soli’s radar technology to allow users to control the phone by simply waving their hands to carry out actions like silencing phone calls, alarms, control music, etc. It’s unclear if any other countries are limited, but the current list Best Buy shows is the majority of where the Pixel lineup is typically sold. Hopefully Google will release a full list after the October 15th event to clarify the confusion on which countries are and are not supported for Motion Sense on the Pixel 4. In the US, for example, Google needed to get a special exemption from the FCC to market Project Soli technology.
In fact, XDA found that such a server-side update was already available, and the new list has an additional 15 locales than what was shown in the app itself. The list of supported countries may grow after Google’s Pixel 4 series launches.

Because the Soli radar operates at the 60GHz radio frequency, its use in the Pixel 4 is subject to regulatory approval by the telecommunications authority of each country. In the Pixel’s case, the Face Unlock will work even if the phone is lying flat on a table and a user picks up the device.

Update 9/29: The folks at XDA-Developers also took a look at the Motion Sense app and claim that Google should be able to easily update the list of countries & regions where the Google Pixel 4’s Motion Sense can be used. It will also let users customise other features like overall colour palette and the app will offer four themes by default when it is launched.
